“文字精简了，范围扩大了。”市水务局政策法规处处长邵凯介绍，2005年，我市颁布施行《南京市城市排水管理条例》，并于2010年部分修改，为城市生活污水治理和水环境改善起到了良好的促进作用。随着我市工业化、城市化进程的加快推进，原《条例》仅适用于城市建成区，法规在执行上存在“真空”和“盲区”，面广量大的农村区域未包括。因此，新《条例》删除了原《条例》中的“城市”“管理”，使修订完善后的新版《南京市排水条例》，文字表述更加明确，管理职责更加清晰，污水排放管理范围从原来城区扩展到城乡全覆盖，实现污水排放管理的城乡一体化。

长期以来很多居民在装修时都把住宅阳台当作洗衣房，把洗衣的废水直接排入城市雨水管网或河道。洗衣废水中含大量洗衣粉的残留，会造成水质的富营养化，破坏或抑制水生态的自净功能，对河道水环境造成污染。

“洗衣污水排放量大，阳台污水管道要单设。”市水务局排水管理处处长戴连栋表示，针对阳台生活污水对水环境造成污染的现象，新《条例》第14条规定，新建、改建住宅的阳台（平台）单独设置污水管道，并纳入统一的污水收集系统。已建成住宅的阳台（平台）未依照前款规定单独设置污水管道的，在改造或者整治时应当增设污水管道。如果建设单位未在新建、改建住宅的阳台（平台）设置污水管道的，由城乡建设行政主管部门责令限期改正，可以处以10万元以上30万元以下罚款。

记者采访得知，面广量大的餐馆、汽车清洗点和建筑工地等，往往是污水排放的源头，也是排水管理的重点。新《条例》第25条规定：“餐饮、汽车清洗、建设工程施工产生油脂或者泥砂的排水户，应当配建油水分离装置、沉淀池等预处理设施，并保持设施正常运行。”邵凯认为，新《条例》增加的内容，目的是让污水排放管理更有针对性，更具可操作性。对于违反者将给予1万元以上5万元以下的处罚；造成损失的，依法承担责任赔偿责任。

海绵城市作为最新的城市发展理念，反映了未来城市发展的趋势。新《条例》第19条提出，新建、改建、扩建道路、广场、绿地以及规划用地面积2万平方米以上的新建项目工程应当根据工程性质、建设内容和客观条件，因地制宜设置雨水收集利用设施，增强绿地、砂石地面、可渗透路面对雨水的吸纳、缓释能力，削减雨水径流，提高城市内涝防治能力。

戴连栋说，城市化推进过程中，道路、广场等大量使用水泥、沥青等“硬质”材料，逢大雨就“水漫金山”不经淹，不符合海绵城市建设要求。新《条例》修订过程中还提出，搭建全市海绵城市规划建设管理一体化信息平台，开展降水动态监测，建立信息共享机制，逐步实现雨水动态监控和综合调度，为海绵城市提供有力支撑。
