style="font-size: 16px;"> 计划提出，南京要严格管控河湖乱占乱建、乱垦乱种、乱排乱倒，将河湖保护与自然保护区、湿地保护区（公园）、水利风景区等建设相结合，到2020年自然湿地保护率达到50\%以上。全市万元GDP用水量、万元工业增加值用水量分别达到28立方米和9.6立方米以下。重点河湖水功能区水质达标率82\%以上，省考断面水质达到或优于Ⅲ类比例63.6\%以上，全市1082个主要水体消除劣V 类； 主要河湖生态评价优良率达到70\%以上。建立健全“河（湖）长制”组织体系，落实一河（湖）一策。</span>

style="font-size: 16px;"> 南京将推进海绵城市建设，通过采用小区屋顶绿化、道路透水铺装、下凹式绿地和集蓄设施利用等方式，最大限度地将雨水就地截留、利用或补给地下水。其中，用地面积2万平方米以上的新建建筑物，要同步配建雨水收集利用系统；新建、改建小区的硬化地面，可渗透率不低于40\%，公共绿地中的下凹式绿地率不低于10\%。建成区新建、改建、扩建城市排涝泵站及新整治城市河道设计暴雨重现期应达20年以上，建成区中心区域内涝防治设计暴雨重现期应达50年以上，力争实现“小雨不积水、大雨不内涝、暴雨不成灾”目标。</span>
