确保到2020年农村贫困人口实现脱贫，是全面建成小康社会最艰巨的任务。2016年，水利部全力推进精准扶贫，全面打响脱贫攻坚战。统计显示，2016年共安排832个国家级贫困县中央水利建设投资340亿元，支持农村水利基础设施建设，水利部定点帮扶的重庆市丰都、武隆、城口、巫溪4县年度任务顺利完成，助力丰都、武隆两县于2016年底如期实现脱贫“摘帽”。

2016年初，国务院扶贫领导小组将水利扶贫开发列入“十三五”十大行业扶贫任务，提出了具体任务。为贯彻落实中央关于脱贫攻坚的决策部署，水利部高度重视，加快水利行业扶贫

“六大工程”建设，着力打响行业扶贫、定点扶贫、片区联系、对口支援、老区建设“五位一体”的扶贫攻坚战。</p>

为统筹谋划做好2016年及“十三五”时期水利扶贫工作，水利部按照问题导向、目标导向的要求，谋划顶层设计，加快完善政策规划体系，组织编制了《“十三五”全国水利扶贫专项规划》《水利部定点扶贫工作方案》《滇桂黔石漠化片区水利扶贫总体实施方案》等系列规划方案，对“十三五”各项水利扶贫工作重点、项目安排、资金投放作出具体安排。与此同时，水利部还与国家开发银行联合印发了《关于加强金融支持水利扶贫开发工作的意见》，与国家发展改革委、财政部联合印发了《关于切实做好水库移民脱贫攻坚工作的指导意见》，与国务院扶贫办联合印发了《关于实施水利扶贫开发行动的指导意见》等方案和政策文件。

据了解，重大水利工程、农村饮水安全巩固提升工程、农田水利设施建设工程、防洪抗旱减灾保障工程、水土保持和生态建设工程、农村小水电和移民扶贫工程等具有水利行业特点的扶贫

|
|
“六大工程”建设全力推进，脱贫攻坚的水利支撑保障作用凸显。2016年，涉及贫困地区的贵州黄家湾水库、云南阿岗水库
|
|||
|
|
、广西驮英水库及灌区等12项工程现开工建设。落实贫困地区农村饮水安全巩固提升工程资金86亿元，可解决1350万人的饮水安全巩固提升问题。开工建设贫困地区64处灌区大型灌区续建配套与节水改造和29处泵站大型灌排泵站更新改造项目，结合农村特色优势产业开发，实施以建档立卡贫困村为重点的“五小水利”工程配套建设，项目覆盖300多个贫困县、4000多个贫困村、300多万贫困人口。加快湖南小排吾水库、河南龙山大闸等89个贫困地区病险水库水闸除险加固项目建设，支持西南五省等贫困地区建设中型水库49座，支持中西部贫困地区新建小型水库117座。落实贫困地区各类水土保持项目中央投资31.7亿元，涉及432个贫困县1831个贫困村21.43万贫困户，受益贫困人口84.84万人。在陕西等6省开展农村小水电扶贫工程试点，下达试点建设中央预算内投资计划3亿元，建设扶贫电站装机7.43万千瓦投资，项目建成后可使2万多建档立卡贫困户受益。安排水库移民后期扶持资金60亿元用于455个贫困县贫困移民脱贫攻坚，预计有20多万贫困移民实现脱贫。

为科学谋划好“十三五”时期扶贫开发工作，确保贫困人口到2020年如期脱贫，水利部近日正式印发了《“十三五”全国水利扶贫专项规划》。规划将14个集中连片特困地区和片区外国家扶贫开发工作重点县为主要对象，在继续推进农村饮水安全巩固提升工程、农田水利工程、防洪减灾工程、水资源开发利用工程、水土保持和生态建设、农村水电工程等工程建设的同时，还将着力提升水利基层行业能力和涉水管理能力，构建与全面建成小康社会相适应的贫困地区水安全保障体系。
