李宗超用多个“历史罕见”来形容今年的梅雨。据介绍，今年6月10日，我市正式入梅，12日后出现多轮强降雨，截至7月11日13时，全市累计梅雨量246.5—745.5毫米，且时空分布不均，江宁、浦口、主城、溧水、高淳等部分地区雨量超过500毫米，是常年梅雨量（约250毫米）2倍多，为历史罕见。其中，6月15日上午5时—10时，江宁陆郎、陶吴、滨江、浦口乌江等地区特大暴雨，最大日雨量江宁区陆郎小学271毫米，创江宁区1960年有气象记录以来日降水量最大值；连续3小时降水量221毫米，也是历史罕见。

浦口区桥林街道高旺河是一条通江河道。7月10日，记者在现场看到，10多辆卡车满载碎石片、黄沙、木头、草包等抢险物资待命在现场，守堤志愿者在堤防上来来回回。巡堤人韦秀燕本月5日就上堤值守，和其他几个志愿者负责3.5公里长的堤防巡查，“上午巡两遍，下午巡两遍，每天的步数都是3万+。”韦秀燕说，巡堤不是简单地走走看看，而是仔仔细细看个究竟，他们人手一个特殊装备——木棍，在巡查堤脚时就靠着它拨开丛生的杂草，“巡堤，来不得半点马虎”。

因江底地势复杂，长江堤防大胜关1号险工段是今年四大防汛重点段之一。雨花经济开发区天后社区是守堤的重要责任者，连日来，社区30多名工作人员全部在岗。10日启动Ⅱ级应急响应后，这里的巡查人次由原来的31人增至60人，防汛点由原先的1公里设置1个调整为每500米设置1个。为及时应对突发情况，社区还储备了30名突击抢险人员。江面上竖着的两面红旗被守堤人称为防汛的“消息树”和“定心丸”。“一方面是警示这里非常危险，另一方面也是堤防安全的重要提示，一旦下面堤坡有坍塌，旗子也就倒了。”社区副主任缪静用“旗在，安全就在，我们在，安全也就在！”这句话来形容防汛的决心。

水阳江水位不仅超出了警戒水位，也持续多日超出保证水位，防汛压力比其他任何一个区域都要大得多。在这里，每500米设一个防汛点，防汛人员使用“水牌”巡逻法24小时不间断巡堤，仅在10日当天，就出动了1310人在一线巡查，76辆满载物资的卡车、22辆运输车、6台挖掘机、2艘船舶定点待命。

今年不仅梅雨期来得早，去得也晚。正处梅雨期的南京，面临着上游水以超过8万立方米/秒的流量疯狂下泄，防汛可谓“双重夹击”。长江水位下不去，内河水位也就居高不下，一旦遇到持续强降雨天气，内河水位更会快速上涨，给城市防汛带来巨大压力。

长江穿行而过的南京水系发达，大大小小的水库有251座，另外还有120多条骨干河道，一直以来，它们是城市防汛排涝的重要阵地。今年入汛前，我市便对大小水库进行水位预降，入梅后进一步加大腾空力度。7月1日以后，长江水位明显上涨，市防指再次抢抓“低潮”期，对武定门闸、秦淮新河闸等实施精准调度，每日开闭4次，抢排秦淮河洪水，同时通过秦淮新河泵站（50立方米/秒）抽排秦淮河洪水到长江，累计抢排洪水约2.1亿万方，减轻秦淮河水位上涨压力。考虑近期持续降雨，7月5日调度玄武湖水位由9.75米降至9.65米以下、月牙湖水位由9.47米降至9.3米左右，提前腾空库容；7月9日，再次调度溧水、江宁区对方便、中山、赵村等6座中型水库水位进行预降，按低于汛限水位不少于0.4米控制。与此同时，在防汛Ⅳ级应急响应之后，我市及时对沿江主要泵闸进行及时关闭、封堵。据悉，截至目前，已累计蓄排洪水2亿立方米，为城市防汛赢得重要阵地。

近年来我市不断加大防洪、水利工程建设力度，立足于“建重于防、防重于抢、抢重于救”，通过加大工程建设，提高堤防、水库的防洪标准。尤其是在2016年以后，我市进一步加大了防洪功能的投入，对2016年出险的一些险段投入重金确保堤防的消险到位。完成了长江八卦洲汊道整治、长江崩岸应急治理工程，滁河防洪治理近期完善工程，石臼湖固城湖防洪能力提升工程，水阳江干流胜利圩段堤防加固工程，秦淮河西北村至中和桥段、秦淮新河将军大道桥以上堤防加固工程等一批流域治理工程，加固干流堤防237.27公里。实施秦淮东河一期工程先导段九乡河栖霞段河道拓浚，建成九乡河闸站，实施固城湖退圩还湖永联圩段堤防退建、水阳江高宣圩段堤防加固工程。完成高阳河（句容南河）、八百河（铁路圩段、上段）、一干河（江宁、溧水段）、南河等15条省骨干河道治理，治理长度42.25公里，加固堤防129.85公里。完成姜林闸、周家山闸、板桥闸除险加固和新禹河闸、天生桥闸拆建，30座重点塘坝除险加固，水库防渗处理68座以及690处骨干、非骨干河道消险工程。
