清水塘位于秦淮河节制闸段与龙蟠中路之间，3.3公顷的水面汇集了整个片区的降雨，承担着排涝调蓄的重任，还兼顾周边居民亲水休闲的功能。曾几何时，因周边小区密集且污水直排入塘，造成塘水浑浊黑臭，极大影响了城市景观与人居环境。

清水塘治理，制定了“拆、截、清、修、引、测、管、景”八字法。包括：拆除沿塘违建350平方米；整治污水排口5个，并完成片区雨污分流，确保污水不下河；清淤3500方；实施生态修复，打造“水下森林”；进行常态化补水；每周一次开展清水塘水质监测；强化河长巡查和“六长一员”的河长架构；打造水塘景观。

特别是“生态修复”。南京市水务局相关负责人介绍，清水塘在进行局部清淤后，由专业单位进行生态修复工作，采用“食藻虫引导水体生态修复技术”，通过对水体进行清杂、底质优化改良、安装增氧设备、投放食藻虫、构建沉水植物系统、构建水生动物群落，实现水体的内源污染生态自净功能。“经过生态修复的清水塘达到了水体自净能力，在几次可能会影响水质的大暴雨中，清水塘都经受住了考验。”

西邻明城墙，北依钟山，南接秦淮河，49.7公顷的月牙湖是南京重要的景观水体，更是秦淮“水清、岸绿、景美”总目标的关键一环。</p>

2016年河道综合整治，2018年水环境提升……近年月牙湖的治理中，“八字”治理法再度发挥功效。特别是采用了“区域挺水、沉水植物群落”的方式：科学实施生态修复，打造湖心生态岛，构建一片“水下森林”；直接清除多年积累在湖底氮磷及有机质等污染物质，消除了内源污染；通过投放食藻虫、游鱼、螺类，种植水草、莲藕，利用清除的淤泥修建适宜鸟类栖息生态小岛等，构建稳定生态系统，水体透明度显著增加，在2米水深范围内都可清澈见底。

西支治理方案经过科学论证，把水环境治理同防洪排涝相结合，把河道景观配套与生态修复相结合，做到“水陆同治、标本兼治”。一是拆乱整破，通过危旧房改造、城中村改造，累计实施沿线 4.1 万平方米的动迁拆违，退让河道蓝线，满足河道的建设空间需求；二是水质提升，全线实施控源截污，入河排口实行定人、定口负责，严防严查河道周围的工地、居民小区、餐饮、洗车等违法违规排水行为，加强水质监测，发现问题立行立改，2017年下半年以来，西支化工桥入江断面实现了稳定达标；三是景观提升，沿河建设 5.3万平方米的游园绿地及 3公里的贯通绿道，打造供市民休闲、娱乐、健身的城市绿色空间，使过去黑臭河道变成了如今的“水清、岸净、景美”的风光带。
