今年梅雨季节前，苏北地区降雨超少、干旱异常，梅后降雨超强、江淮齐涨。面对严峻汛情，省水利厅党组深入贯彻党总书记关于防汛救灾的重要指示和重要讲话精神，认真落实省委省政府的各项决策部署，把防汛抗洪作为重大政治任务来抓。厅党组书记、厅长陈杰在“七一”党课上要求厅系统全体党员干部要以对党和人民事业高度负责、绝对担当的态度，打赢打好防汛抗洪主动仗。

7月12日，江苏长江、太湖地区防汛应急响应提升至Ⅱ级，防汛形势进一步加剧。当天，省水利厅立即下发《关于在防汛抗洪中充分发挥基层党组织战斗堡垒作用和广大党员先锋模范作用的通知》，发出了让党旗在防汛一线高高飘扬的动员令。省水利厅累计派出厅领导带队的32个督导组、专家组，由2000名党员组成的200多支抗洪抢险突击队、抢险专家服务队、工程运行巡检队、志愿服务队，吹响集结号角，奔赴抗洪抢险最前沿。

全省上下树牢“一盘棋”意识，形成“一条心”合力。省防指各成员单位党员带头集中办公，24小时密切跟踪天气、雨水情和汛情变化，及时滚动预报，适时预警响应。截至目前，组织防汛会商50余次，发布洪水预警信息75条，启动各级响应15次，发布调度指令300余条，确保防汛抗洪各项举措落实在强降雨之前、洪峰入境之前、灾害形成之前。

7月以来，专家服务队分赴长江、淮河、太湖流域一线，协助地方开展风险隐患排查。7月17日，省水利厅驻镇江市检查组党员技术骨干罗柏明在检查中发现，位于丹徒区运粮河七摆渡闸外港堤段出现局部险情，存在安全隐患，立即向省防指报告，并在现场提出处置意见。当地立即组织人员开展相应的抢险施工，化险为夷。考虑到很多基层一线的巡查人员未有过巡堤查险经历，省水利厅及时向基层印发了巡堤查险手册和抢险案例。“幸亏有水利专家在，及时开展技术指导，让我们能够快速有效处置险情”。丹徒区高资街道主任张蕾说。

水文系统党员干部冲锋在前、把脉江河，以精准监测预报，为防汛抗洪精准调度赢得先机。沂沭泗洪水来势汹汹，8月15日扬州、南京、镇江、常州水文分局党员技术骨干连夜奔赴沂沭泗地区，徐州分局迅速组建增援小组，近50人在邳州授贤、新沂徐海公路等地紧急增设临时水位，每半小时观测1次水位，每1小时报汛1次，测报实现峰量误差仅2.7\%。汛期，全省水文党员突击队共完成应急监测2524次，编制水雨情简报636期，行程共计13余公里，为保障人民生命财产安全筑起了红色“防汛墙”。
